Create a proper "no-lib" version of Ovale.

Create a proper "no-lib" version of Ovale.

- Strip out all libraries if a "no-lib" version is requested.

- Remove LibDualSpec-1.0 from the list of required library dependencies
  since its use in OvaleOptions only requires that it be an optional
  dependency.

- Sort the OptionalDeps metadata in the TOC file.
