Add new private method TestOvaleValue().

Add new private method TestOvaleValue().

TestOvaleValue() returns either an "Ovale value", which is a linear
function, or an "Ovale boolean", which is a time span.

Reimplement TestValue() and Compare() using TestOvaleValue().
