Cleanup of OvaleCondition.

* Rename getOtherAura to GetMyAuraOnAnyTarget and make it clear that it's
  a wrapper for OvaleState:GetMyAuraOnAnyTarget, much like how GetAura is
  a wrapper for OvaleState:GetAura.

* Merge fixes to Buff/Debuff conditions into "Other" conditions.

* Make function names start with a capital letter (cosmetic).

* Sort the private methods by category.

* Use OvaleDate:GetSpellName() instead of Blizzard API function
  GetSpellInfo where possible for efficiency.
