Corrected maths for the chat bubble tail placement

Corrected maths for the chat bubble tail placement

- Maths now adds offset to original point in world coords and converts it
to the distance from the new relative point
- Also put in a mouse catcher for the bubble tail so it can be moved
even when it's placed behind other components
