fix: if no parameters are specified on need tab then all promted rewards

fix: if no parameters are specified on need tab then all promted rewards
became suitable
fix: localization strings moved to locale files
added: announce that nothing suitable found if 'need' selected
added: announce that highest value item going to be chosen after empty
'need' result
