Add new conditions PowerCost(spell) and TimeToEnergyFor(spell).

Add new conditions PowerCost(spell) and TimeToEnergyFor(spell).

There is also an alias EnergyCost() for PowerCost() to make scripts for
ferals and rogues more readable.  This fixes ticket 273 by @ShmooDude.
