Translate "cooldown.spell.remains=0" as "not SpellCooldown(spell) > 0".

Translate "cooldown.spell.remains=0" as "not SpellCooldown(spell) > 0".

This avoids an equality comparison, which allows for a time span to be
computed for the condition.
